2019 California Building Code Section: 104.11 Alternative materials, design and methods of construction and equipment.

The provisions of this code are not intended to prevent the installation of any material or to prohibit any design or method of construction not specifically prescribed by this code, provided that any such alternative has been approved. An alternative material, design or method of construction shall be approved where the building official finds that the proposed design is satisfactory and complies with the intent of the provisions of this code, and that the material, method or work offered is, for the purpose intended, not less than the equivalent of that prescribed in this code in quality, strength, effectiveness, fire resistance, durability and safety. Where the alternative material, design or method of construction is not approved, the building official shall respond in writing, stating the reasons why the alternate was not approved.

The process of getting Hempcrete approved centers around its suitability as an insulation material. It is important to note that Hempcrete is not a structural material, it is intended to be used as an insulation material around the traditional framing. The Development Services Department was provided a letter indicating research on the material with respect to required R Values and Fire Resistance as prescribed by the California Building Standards Commission, the 2019 California Building Code with metrics developed by the California Energy Commission. The key is to prove equivalency to the balance of code requirements. In essence we prepared a report that specified code provisions for which alternative is requested and why request is being submitted.  Documenting the evaluation of methods utilized through the procurement of data on testing done with Hemp-Lime bio-composites is crucial.
